REPRESENTATIVE  MIKE CHENAULT,  Chair, called  the House  Special                                                               
Committee on Military  and Veterans' Affairs meeting  to order at                                                               
8:10 a.m.

Committee members  present were Representatives  Chenault, Masek,                                                               
Murkowski,  Cissna, and  Hayes.   Other legislators  present were                                                               
Representatives Dyson and Lancaster, and Senator Phillips.                                                                      
                                                                                                                                
SUMMARY OF INFORMATION                                                                                                        
                                                                                                                                
MAJOR  GENERAL  PHILLIP   OATES,  Adjutant  General/Commissioner,                                                               
Department   of   Military   and  Veterans'   Affairs,   answered                                                               
legislators'    questions   specific    to   each    department's                                                               
subcommittee reports and stated specific recommendations.                                                                       
                                                                                                                                
JIM   DUNCAN,   Commissioner,   Department   Of   Administration,                                                               
discussed recommendations of  the Telecommunications Subcommittee                                                               
on the Governor's Terrorism Disaster Policy Cabinet Report.                                                                     
                                                                                                                                
GARY L.  HAYDEN, Director,  Construction, M&O,  Southeast Region,                                                               
Department  of  Transportation   &  Public  Facilities,  answered                                                               
questions  specific   to  whether  or  not   the  Department  had                                                               
considered shutting down public access to the Dalton Highway.                                                                   
                                                                                                                                
DEL  SMITH, Deputy  Commissioner,  Department  Of Public  Safety,                                                               
addressed  statewide communication  capabilities during  times of                                                               
disaster or terrorist  threats.  He discussed  having a statewide                                                               
test project.   Commissioner Smith  brought up protection  of the                                                               
Alaska  pipeline  and  having a  security  checkpoint  along  the                                                               
Dalton Highway,  which is  now being manned  by the  Alaska State                                                               
Troopers and the Alaska Defense Force.                                                                                          
                                                                                                                                
COLONEL  RANDY  CRAWFORD,  Director,  Division  of  Alaska  State                                                               
Troopers,  Department  of  Public Safety,  answered  legislators'                                                               
questions regarding  top priorities,  the listed  military bases,                                                               
and the Port  of Anchorage.  He expressed a  need to work closely                                                               
with the Federal Bureau of Investigation (FBI).                                                                                 
                                                                                                                                
PAT  POURCHOT,  Commissioner,  Department Of  Natural  Resources,                                                               
examined the possibility of a  threat to Anchorage's water supply                                                               
at Eklutna Lake and explained  that the department was beefing up                                                               
its protection.
